But afterward, he said, too many ask whether the organization still is around.

“That speaks volumes about our marketing effort,” said Mazzuca, a former Pittsburgh Scout leader who heads Irving, Texas-based Boy Scouts of America. The Scouts are kicking off a public awareness and membership-building campaign to last through their 100th anniversary in 2010.

The Boy Scouts stepped away more than a decade ago from large-scale promotions after controversy flared over their ban on gay, atheist and agnostic leaders or members.

“At the time, the position was to take the high ground and not say anything. That time has passed,” Mazzuca said Thursday during a visit to Pittsburgh for events — including tonight’s 40th anniversary celebration for the Flag Plaza center, Uptown.

“It’s time to take our destiny and our definition back into our own hands,” he said. “We have such a positive story to tell.”

Mazzuca has lived in 15 cities during his scouting career and headed the Greater Pittsburgh Council from 1995 to 2005. He has been the national council’s chief executive since last September.

The Boy Scouts’ moves to modernize the organization’s image will range from high-profile events tohttp://www.idealpatch.com/Boy_Scouts/GSC%20SURVIVOR_small.jpg simply funneling more resources to the 304 regional councils for membership drives.

The Scouts are lining up a “major sports organization” as a promotional partner. The Outdoor Channel and Boys’ Life magazine helped create the “Scouting for Adventure” TV show, which spotlights Scouts exploring the wilderness.

AT&T donated $3 million toward the centennial celebration, which will culminate with the 2010 national Scout Jamboree at Fort AP Hill in Virginia. Scout leaders are seeking other corporate sponsors.

Scouting hit its “high-water mark” in the early 1970s as the last of the baby boomers moved through the Cub Scout, Boy Scout and Explorer levels.

Membership then fell off and stands at 3.2 million, plus 1.5 million youths in the school-based Learning for Life character-building program. The Greater Pittsburgh Council has about 50,000 members.

The national council, with an annual budget of $110 million, hired the McKinsey & Co. organizational consulting firm to help the Scouts re-invent their image, Mazzuca said.

“We need to get more nimble, more responsive to the world around us,” he said, ranging from reaching out to Hispanic families to building a bigger Internet presence.

Greater Pittsburgh Council Executive Michael Surbaugh created a pilot program in Wisconsin that makes Cub Scout programs more flexible and less time-consuming for leaders.

“Our scoutmaster busted in and yelled, ‘Get under the tables!’ Less than two seconds later it hit and everything blew away,” 13-year-old Scout Christian Jones told TODAY’s Ann Curry from the devastated site in Blencoe, Iowa. “I was praying like heck: ‘My God, please save me.’ I was hanging on for dear life.”

But even in the midst of a terrifying maelstrom, Boy Scout training — and the motto “Be Prepared” — held true. “There was blood,” Jones said. “We just used our first-aid skills. It happens no matter where you are. You have to realize that and be prepared.”

There were some 93 Scouts ages 13-18 at the camp, gathered for a week of leadership training. Because much of the remote camp is out of cell phone range, tornado warnings issued 12 minutes before the twister struck at 6:35 p.m. didn’t reach many of the Scouts.

“We were about to watch a movie,” said Taylor Willoughby, another Scout who survived. “The lights went out. Our scoutmaster came screaming in: ‘Get down on the ground!’ We all did, and about five seconds after that the roof was ripped off and everything was gone.”

‘Blood everywhere’
The tornado destroyed four cabins, the boys said, partially burying boys under the rubble. Those who weren’t hurt rushed immediately to the aid of their fellows, using their Scout training.

“When the tornado was gone, the first thing I saw was a guy on the ground with his head split open. There was blood everywhere,” Willoughby told Curry. “The scoutmaster yelled to get help. I was one of the first five people to get up and sprint down to the main office building to get help and try to call 911.”

Another Scout, Ethan Hession, confirmed that the Scouts lived up to their motto. “We were prepared,” he said. “We knew that shock could happen. We knew to put tourniquets on wounds that were bleeding too much. We knew we needed to apply pressure and gauze. We had first-aid kits. We had everything. We knew about this. We knew how to do it.”

Hession said he helped an adult scoutmaster treat the boy whose head was cut open, holding the Scout down while the adult applied pressure and gauze to the boy’s wound.

Quick reactions
“Just how fast these people reacted and how they reacted was amazing to me,” Willoughby said. “You wouldn’t expect that from a normal 13-year-old boy, but being Boy Scouts, we knew what we were doing.”

Another Scout, Zach Jessen, spoke to Curry after being treated at a hospital for a bruised arm. “We saw the funnel coming toward us,” he said. “By that time, it was almost here.”

He said he dove under a table and threw himself over another Scout to shield him. Jessen said he got hit in the back by some falling stones and in the arm by a chair.

“He’s an incredible boy,” Zach’s mother told Curry. “Just an incredible boy.”

The tornado destroyed all the buildings and ripped up most of the tents on the 1,800-acre camp. The four dead boys were killed by a chimney and fireplace that collapsed on them, Scout officials said.

Iowa Governor Chet Culver confirmed to Curry on the scene that the four dead were Scouts.

“All four of the young men who were killed are Scouts,” he said. “These young men, these Scouts, were the most outstanding leaders in their communities. We’ve very proud of those young men. They responded as quickly as they could. Think lives were saved. They were the real heroes of this story.”

As part of activities to celebrate the Ninth National Raimuna, a scouts gathering that takes place every five years, senior scouts from across the country took part in rowing and sailing at Ancol’s Carnaval Beach in North Jakarta on Thursday.

Among the scouts was 21-year-old Husniatul Millah from Ronggolawe University in Tuban, East Java.

“I’ve been waiting here for hours to learn how to row a boat, but that’s OK,” she said.

“I rowed once, a couple of years ago, and I want to try again because it was so much fun.”

After waiting in line, she finally got into a rubber dinghy with nine other scouts and two instructors and paddled away from the beach.

“I was so excited. That was amazing,” she said back on dry land.

“We rowed well, and pretty much in synch. Rowing provides a great lesson in unity and cooperation. Sailing is much harder than rowing. It takes physical strength and good instincts, and you have to know which way the wind is blowing.”

The gathering, organized by the Jakarta Scout Branch, runs from June 27 to July 7, with activities in Cibubur, West Java, and Ancol.

More than 12,000 senior scouts from across the country are participating in the event, said Subagyo Masi’in, one of the event coordinators.

Activities include discussions and workshops on banking, broadcasting, handling explosives and dealing with natural disasters.

Scouts also have the chance to take part in scouting activities, including aquatic sports such as sailing, canoeing, swimming and rowing.

“We want to encourage them to love the sea. We also want to raise the scouts’ awareness of environmental preservation, and to encourage them to actively take part in preserving it,” Subagyo said.

“Indonesia has rich seas and we want the scouts to be able to benefit from this, as well as prevent marine pollution.

“We’re training them to make snacks, food, drinks and ice cream from seaweed. Basically, we’re training them to be entrepreneurs so they can earn their own living.”

The gathering is organized in cooperation with the Indonesian Institute of Sciences (LIPI), the Maritime Affairs and Fisheries Ministry and the Navy.

Habli, a high school scout from Kuala Pembuang, Central Kalimantan, said the activities had given him a newfound respect for the sea.

“This is my first time at the National Raimuna and it is so wonderful,” said Gatot, 17, another scout.

“I’ve made a lot of friends here and had a chance to learn sailing and rowing. The event makes me love the sea even more.”

Scout Galuh Tatantri, 17, expressed similar sentiments.

“The activities make me realize I should protect the sea from any damage,” she said.

“I think the Jakarta administration should plant more trees around the Ancol seashore to make the area more green.

“Besides that, visitors should also keep things clean by not throwing garbage in the sea.”
